A Renewable Purchase Obligation (RPO) is a legal mandate requiring specific “Obligated Entities” to source a portion of their total energy consumption from renewable sources like solar or wind. In India, these entities typically include all electricity distribution licensees (DISCOMs), any person or entity consuming power from captive generating plants, and open-access consumers with a high load (usually 1 MW or above). The targets are set annually by the State Electricity Regulatory Commissions (SERCs) to push the country toward its 2030 climate goals. For an industry, installing an industrial solar power plant is the most direct way to meet these targets. Failure to comply can result in financial penalties or the requirement to purchase expensive Renewable Energy Certificates (RECs) from the market.
